III. Infrastructure Status:
– Water Supply: Long Binh Industrial Zone Development Co., Ltd. distributes clean water directly to enterprises using water supplied by Dong Nai Water Supply One Member Co., Ltd. The system fully satisfies the water demand of all factories within the industrial park. The average daily water supply in 2015 was approximately 9,080 m³/day, night.
– Power Supply: Electricity is supplied from the national power grid through the 110/22 kV LOTECO Substation, with an additional 3.3 MW standby generator for backup power. The internal electrical distribution network has been invested in and is directly operated by Long Binh Industrial Zone Development Co., Ltd., providing electricity to all factories in the industrial zone.
– Internal Transportation: The internal road network has been fully developed in accordance with the approved master plan, achieving 100% completion.
– Telecommunications: Telecommunication providers such as (VNPT, Viettel,…) have installed communication infrastructure along the industrial park’s road system and provide comprehensive telecommunications services to all enterprises.
– Environmental Protection Facilities:
- The stormwater drainage system has been designed and constructed separately from the wastewater collection system. Stormwater drains run alongside the internal roads and discharge directly into Chua Stream following the natural topography. Reinforced concrete pipes with diameters ranging from D600 to D1500 mm are used, with a total pipeline length of approximately 12,945 meters.
- The wastewater collection system utilizes reinforced concrete pipes with diameters ranging from D400 to D600 mm, totaling approximately 8,336 meters in length.
- The centralized wastewater treatment plant has a total designed treatment capacity of 10,600 m³/day, night consisting of three operating phases:
+ Phase 1: 2,600 m³/day, night originally commissioned in 1998 with a capacity of 1,500 m³/day, night and upgraded in 2012 by improving the biological treatment process to its current capacity.
+ Phase 2: 4,000 m³/day, night commissioned in 2008.
+ Phase 3: 4,000 m³/day, night commissioned in 2010.
- An automatic monitoring system continuously monitors key wastewater parameters at the outlet of the centralized wastewater treatment plant (including: COD, BOD, Color, pH, Dissolved Oxygen (DO), Total Suspended Solids (TSS)).
- The industrial park has also constructed: One solid waste transfer station covering 960 m², one hazardous waste storage facility covering 324 m².
- The industrial park maintains approximately 10.74 hectares of landscaped green areas, accounting for 10.74% of the total land area. These include buffer green belts along both sides of Chua Stream, landscaped areas surrounding the football field, and trees and lawns planted along all internal roads. The green areas are regularly maintained to create a clean, environmentally friendly, and attractive industrial park landscape.
IV. Environmental Protection Activities:
– Operating the centralized wastewater treatment plant in a stable manner to ensure treated wastewater complies with Vietnamese Technical Regulation QCVN 40:2011/BTNMT (Column A, Kq = 1.2, Kf = 0.9) before being discharged into Chua Stream, a tributary of the Dong Nai River.
– Declaring and paying environmental protection fees for industrial wastewater generated by the centralized wastewater treatment plant in full compliance with applicable regulations.
– Conducting periodic environmental monitoring for Long Binh Industrial Park twice annually, as required by law.
– Monitoring influent, effluent, and receiving water quality in accordance with the requirements of the Wastewater Discharge Permit.
– Preparing and submitting periodic reports on compliance with the Wastewater Discharge Permit in accordance with the permit conditions and the Law on Water Resources.
– Collecting, segregating, and storing waste in accordance with the registered Hazardous Waste Generator Management Program. Waste generated within the industrial park is collected and treated by licensed service providers, including: Dong Nai Urban Environmental Services One Member Co., Ltd. for municipal solid waste collection and treatment, Tai Tien Co., Ltd. for hazardous waste treatment and disposal.
– Preparing and submitting periodic hazardous waste management reports to the competent authorities in accordance with legal requirements.
– Implementing comprehensive management and technical measures, as well as equipping fire prevention and firefighting (PCCC) systems at the office building, water pumping station, cafeteria, power station, and centralized wastewater treatment plant to ensure prompt response to emergency situations.
